School Committee — August 11, 2026

What Was Discussed

𝐏𝐔𝐁𝐋𝐈𝐂 𝐂𝐎𝐌𝐌𝐄𝐍𝐓

Several educators and community members spoke in support of the proposed immigrant solidarity resolution. Speakers emphasized the need for clear, school-specific protocols and staff training so employees know what to do if immigration enforcement activity occurs at or near a school.

Superintendent Azarloza introduced her “One District. One Direction.” entry plan for her first months leading Northampton Public Schools. She is participating in the Massachusetts new superintendent induction program and will spend the coming months meeting with students, families, staff, community partners, and School Committee members; reviewing district data and systems; and identifying priorities for the district.

The committee approved a one-year agreement allowing the YMCA to use school facilities for after-school programming. The agreement had been discussed at a prior meeting and returned for a final vote. Members also raised a broader question about how the district decides which organizations pay facility-use fees; the existing policy exempts certain programs operated for the benefit of NPS or its students.

𝐈𝐌𝐌𝐈𝐆𝐑𝐀𝐍𝐓 𝐒𝐀𝐅𝐄𝐓𝐘 𝐈𝐍 𝐒𝐂𝐇𝐎𝐎𝐋𝐒

The committee adopted a resolution developed with the Northampton Association of School Employees’ Immigrant Solidarity Committee calling for Northampton schools to serve as safe zones from immigration enforcement. The resolution includes staff training, protocols, and support for students and families. The committee also referred the issue to the Rules & Policy Subcommittee to develop a formal district policy. Superintendent Azarloza said some elements are already in place and district leaders will work toward consistent implementation across schools.

𝐅𝐀𝐂𝐈𝐋𝐈𝐓𝐈𝐄𝐒 𝐔𝐒𝐄 𝐅𝐄𝐄𝐒

The committee referred the district’s policy for community use of school facilities to the Rules & Policy Subcommittee for review. The current fee schedule has not been updated in many years, but administrators emphasized that no immediate fee increase was being proposed. The review will look more broadly at the policy and how different organizations are categorized and charged.

𝐒𝐓𝐔𝐃𝐄𝐍𝐓 𝐂𝐎𝐃𝐄 𝐎𝐅 𝐂𝐎𝐍𝐃𝐔𝐂𝐓

The committee approved the updated NPS Code of Conduct for the coming school year. Changes include the district’s recently adopted cell phone policy and procedures, as well as its updated restraint and seclusion policy. Members also clarified that the Code of Conduct can be updated during the year if the committee adopts additional relevant policies.

𝐌𝐄𝐄𝐓𝐈𝐍𝐆 𝐑𝐔𝐋𝐄𝐒 + 𝐂𝐎𝐍𝐓𝐈𝐍𝐆𝐄𝐍𝐂𝐘 𝐌𝐄𝐄𝐓𝐈𝐍𝐆𝐒

A substantial portion of the meeting focused on how the School Committee itself operates. Members reviewed proposed changes to their Rules of Procedure, discussed how to handle meeting disruptions, agenda timing, and whether the committee should routinely schedule a second “contingency” meeting when regular meetings run long. No permanent contingency-meeting process was finalized.

𝐔𝐍𝐈𝐎𝐍 𝐀𝐆𝐑𝐄𝐄𝐌𝐄𝐍𝐓 𝐕𝐎𝐓𝐄𝐒

The committee clarified how votes on agreements with the Northampton Association of School Employees (NASE) work. When the School Committee votes to ratify a memorandum of agreement or understanding in executive session, that is the official vote. A second ratification vote in open session is not required; the committee instead publicly announces the result. Members discussed adding that process to their written rules for future clarity.

𝐉𝐔𝐍𝐄 𝟑𝐑𝐃 𝐌𝐄𝐄𝐓𝐈𝐍𝐆 + 𝐂𝐎𝐌𝐌𝐈𝐓𝐓𝐄𝐄 𝐏𝐑𝐎𝐂𝐄𝐒𝐒

Members returned to concerns about the June 3rd School Committee meeting and broader questions about how the committee communicates and conducts its work. The discussion covered meeting management, member interactions, transparency, and how disagreement should be handled. No formal action resulted from the discussion, but several members called for clearer processes and more collaborative and respectful committee practices.

𝐋𝐎𝐎𝐊𝐈𝐍𝐆 𝐀𝐇𝐄𝐀𝐃

The committee continued discussing ways to make meetings more manageable, including agenda timing and meeting start times. A proposal to consider moving the regular start time from 6:30 p.m. to 6 p.m. will return at the next meeting after input from the Student Advisory Council.
